| What is a domainname ?
Computers are working with numbers. However it is much easier for people to remember names and numbers. DNS (Domainname system) is a system that reverses names into numbers, so that people and computers can understand each other. For example: This website is referring to a URL (www.)webhost.be translated by DNS into the correct numbers so that the correct page will be found.
A domain-name consists out of two parts: the name and the extension differing according the nature or the country. On the one hand we have international domainnames.com (originally meant for commercial websites) and .net (for info about networks) and on the other hand the domain-names referring to a country f.e. .be, .nl,.de,.uk…
In the mean while the original domain-names have lost their proper signification and are granted without extra conditions. Several domain-names (for example .to,nu,..) referring to a country are no longer used by that country but are being used as short URL’s for different sites (for example surf.to/…). For example the domain-name .to has been sold by the isle Tonga to an internet-company that can commercialise the name as they like. A dotcom domain-name has the advantage when you leave out the .com in a domain-name some web-browsers automatically add the .com.
A domain-name is the first part of a URL and directs you to a main-directory of a website. By using you own domain-name you may refer to your own homedirectory without the use of any subdirectories. It is easier to give your www.yourname.be as an address instead of giving for example www.webhost.be/users/yourname/index.html.
If you have your own domain-name you have the advantage of using email-addresses with your very own domain-name . For example yourname@yourcompany.be instead of yourname@provider.be or yourname@company.provider.be.
A domain-name is being registered by a registration-organism that puts it into the topleveldomain database ( for example .be), the chosen hostingprovider has to put this name into his nameservers before you can work with your domain-name. Whenever you call up a domain-name with the extension .be the database from the toplevel domain (.be) is being consulted. This one is forwarding you to the nameserver where the second-level part is referring to ( for example: yourcompany.be). Through the nameserver the visitor is send on to the IP-address of the computer where your website is being hosted.
Why request a domainname
A domain-name is unique, therefore it can only be granted once. If your name has been registered by another company or organisation it will no longer be available for you and you will have to choose a name with another extension or a name somewhat different.
Most domain-names are granted by the "first in, first served" rule. The .be domain has been liberalised and individuals or foreign companies are able to request a .be domain-name.
Liberalisation of .be domain names
The registration of the domain names is liberalised, simplified, and decentralised.
This means that:
- there will no longer be a mandatory link between the applicant and the requested dot-be,
- the registration will be carried out solely through agents,
- thanks to the simplified procedure, the registration will be much faster,
- everyone is able to request a domain name, including companies and individuals,
- it is possible to register generic names as well.
- Domainnames can be transferred or sold from one licencee to another since 15/10/2002
You don't have a domainname yet : what should you do ?
Registration of a domainname is only possible through an agent.
At this moment DNS Belgium is building a structure that will interfere whenever there are discussions about domain-names.
Each one that has been prejudiced will be able to appeal to an independent group of specialists, that through a quick procedure will advice against a fair cost.
An equal procedure is existing with the W.I.P.O. (World Intellectual Property Organization) for dotcom-domain-names.
Which domainnames can be registered ?
Each name that is still available and that is conform to the technical specifications can be registered.
Those technical specifications are :
- All combinations of alphabetic characters (a-z), numbers (0-9) and "-"
- At least 2 and maximum 63 tokens and does not start or end with a "-".
- Names with "-" on the third and the fourth position will not be accepted by dns.be
Keep in mind that :
- Any company can claim his very own right at a certain domain-name by starting a procedure with dns-be or through bringing this matter into court.
You already have a .be domain name : What is changing for you?
At the present time, almost nothing changes for you. You keep your domain name and everything continues as before. If you registered your domain name directly with DNS, then at some point
you will have to be on the look-out for an agent. Through him, you will need to arrange the extension of your domain name and, if necessary, request new domain names. You will find the list of authorised agents here. If your domain name has already been registered through an agent, you can discuss the new procedure with him.
If your .be, .com, .net, .info, .biz of .org domainname is registered throught another agent/registrar and you want Flanders Webhost to manage your domainname then you can ask for a transfert of the domainname.
For a .be domainname you'll have to pay
25.00 Euro (Excl.VAT) - 30.25Euro (Incl. VAT) inclusive 1 year rent. A new registration period of one year is started at the transfert date. The remaining of the existing registration period is lost.
For .com, .net en .org .biz, .info domainnames you have to pay a onetime transfert charge of 5 Euro (Excl.VAT) - 6.05 Euro (Incl. VAT) + 1 year rent. 30.25 Euro/year (Incl.VAT) - 25 Euro/year (Excl. VAT) The remaining rent of your domainname (max 1 year) will be extended with 1 year.
What is dns-be
DNS Belgium is a association without any profits started at the beginning of 1999 with the purpose of stimulating and making the registration of domain-names like dot-be and the internet more approachable.
The responsibilities therefore are being transferred by Professor Verbaeten. DNS Belgium has been raised by ISPA Belgë, Fabrimetal and Beltug. (http://www.dns.be). Since december 2000 the .be domainnames are managed by agents of dns-be vzw and a .be domainname can only be registered through these agents.

If you choose not to use your domainname for the moment then there will be no other costs attached to this registration.

Your name is in use, what are the alternatives ?
How do I transfer my name to another licensee ?
Since 15 October 2002, .be domain names can be transferred from one licence holder to another.
This transaction can be used for situations including the following: sale of domain names, "friendly" transfer (mutual agreement, out of court settlement), etc.
There are always 2 parties involved: a transferor and a transferee. They can have the same or different agents. Before taking steps it is important that there should be an agreement between the transferee and transferor. Therefore, it is not the intention to initiate the procedure in a haphazard way, because we always need the agreement of both parties. The transfert of .be domainname implies that you expressly accept the general terms and conditions for end-users. If you want to initiate a transfert you can do this here.

For the registration of a .com, .net or an .org domain-name there are no conditions. The only condition is that the name should be available .
